The Cross River State Infrastructure Development Agency is issuing this public notice to regulate the installation of fiber cables within Calabar and surrounding areas. We have learned that some entities use power poles to pass fiber cables overhead. While this may appear to be a convenient solution, it poses significant environmental, safety, and operational risks for service providers and the community.
Risks and Disadvantages of Overhead Fiber Cable Installations
- Environmental and Weather Hazards:
Overhead cables are exposed to weather conditions, making them susceptible to damage from storms, strong winds, and other environmental factors. This leads to higher maintenance needs and potential service disruptions. - Safety Concerns:
The use of power poles for fiber cables creates hazards, such as increased risk of accidental electrocution for maintenance workers and public safety risks in case of pole failure or damage. - Aesthetic Impact:
Overhead cables contribute to visual pollution, affecting the city’s appearance and potentially reducing property values in affected areas. Underground cables maintain the city's visual integrity and support a cleaner environment. - Long-Term Infrastructure Integrity:
Overhead installations lead to greater wear on power poles and can complicate future infrastructure projects, while underground installations provide more durable and secure infrastructure suited for long-term development.
Mandatory Compliance Requirements
All entities are hereby reminded that future installations of fiber cables in Cross River State must adhere to underground installation standards to ensure durability, safety, and alignment with our environmental goals. Non-compliance will result in regulatory action, including fines and potential removal of unauthorized installations.

All service providers currently using overhead power poles for fiber cables must submit a plan to the Office of Infrastructure for transitioning these installations underground within 2 months, as the Agency will also embark on removing the overhead cables.
