INTRODUCTION:
The 2nd Meeting of the Cross River State Executive Council for 2026 took place on Thursday, 14th May, 2026 at the State Executive Council Chamber, Governor's Office, Calabar.
The Meeting was presided over by His Excellency, Senator Prince Bassey Edet Otu, PNIPR, Governor of Cross River State and was attended by the Deputy Governor, His Excellency, Rt. Hon. (Dr.) Peter Odey, Honourable Commissioners and other critical stakeholders in the State's developmental trajectory under the 'People First' Agenda.
GOVERNOR'S WELCOME ADDRESS:
His Excellency,Governor Otu in his welcome address lauded the Deputy Governor,His Excellency,Dr Peter Odey, all Commissioners and other members of the Administration, for holding the forth solidly on his behalf while he was away in Abuja for daily follow-ups and deep conversations on the emerging political dispensation come 2027 under the direction of President Bola Ahmed Tinubu,GCFR.
He reminded EXCO Members to critically assess the performances of the
administration's Blueprint so far in the last three years and step up efforts in this regard while also working closely with the grassroot people so they feel the impact of governance.
The Governor also reminded Commissioners and other Heads of MDAs to copiously document submit details of their 3 Years achievements to the Office of the Secretary to the Government of the State as the administration marks three years in the governance of Cross River State.
Governor Otu announced the decision of his administration to resume payment of Bursary to Cross River State Students in higher institutions as well as payment of grants to Medical Students to promote scholarship in that sector while also extending his condolences to the University of Cross River State and families of Student/Worker that lost their lives in the recent auto-crash along Odukpani-Itu Highway; assuring that the State Government is already taking care of all the medical bills and burial expenses of everyone affected in the accident.
On the resumption of Voters Registration by the Independent National Electoral Commission(INEC),Governor Otu tasked all political appointees to mobilise the people massively to increase the State's Voting strength in the forthcoming elections.
RESOLUTIONS:
After exhaustive consideration of Memos presented by some members to the Executive Council in- session,approvals were granted to the following:
- The award of contract for the comprehensive remodelling, rehabilitation and furnishings of the Calabar International Convention Centre(CICC)to reposition it as a world- class state -of -the art economic and tourism Asset of the State.
- Approval of the total sum of ₦873,506,300.00 for the installation of 850 KW Cool Cover Hybrid Solar Panels with Lithium at the newly renovated Governor's Lodge in Ogoja.
- Approval of Funds for the Direct Purchase of 20 Units of T6 4×4 Pick Up Vehicles from Messrs Elizade Motors Limited.
- Approval of a draft Bill for presentation to the Cross River State House of Assembly for the enactment of the Cross River State Public Health Security Law,2025.
- Approval of a draft Bill for presentation to the Cross River State House of Assembly for the enactment of the Cross River State Animal Health Law,2025.
- Approval for the release of funds for the establishment of EV Charging and Battery SWAP Infrastructure in Cross River State.
- Approval for the adoption of the draft Policy on Environment for Cross River State.
- Approval of contracts for the Phase 2 construction of Network of Roads in LGAs including the 15km Bahumono Ring Road in Abi;10km Ochagbe-Okpeche-Afrike-Ukpah Road in Bekwarra;23.5km Ikot Edemesa Abakot-Ikot Ekpo-Esuk Eyo-Abasi Obo roads in Akpabuyo;Completion of Asphalt and drainage works on the 1.7km access road to the Bakassi Deep Seaport project through Direct Labour;and Construction of the 3.5km God's Heritage Centre/Prof.Francisca Bassey Crescent/Akai-Efa Road in Calabar Municipality.
- Approval of upward review of contract sums due to additional works carried out at the following construction Sites:
*Construction of Network of Roads in Ogoja LGA including the Abakpa River Bridge works of slope stability, Street Lighting and installed safety barriers.
- Introduction of sand blankets,geotextiles membrane to stabilise some swampy areas,increase in the number of culverts and line drains on the 5km section of the Yahe-Ebo-Izekwe-Wanokom-Wanikade-Benue Border road
- Re- construction of old concrete drains, increased pavement area works on Ugep and Ikom Local Government Areas Network of Roads.
- Introduction of robust pavement structures,bridges, additional binder layer in the carriageway and shoulders,sand filling to expand the ongoing works on the on-going construction of Adiabo-Eseku-Ikoneto road.
- Introduction of additional pile foundation at the abutment areas and River to take care of excessive flooding on the on-going construction of Akreha Bridge in Yala LGA.
Council gave approval to these additional works, adjustments and variations in line with Engineering best practises and standards to accommodate roads traversing swampy terrains,high traffic corridors and significantly enhancing connectivity,boost economic activities,reduced flooding and seamless transportation across the State.
