Cross River exceeds estimated IGR returns for first half of 2025

The Cross River State Government states that it has surpassed the state’s Internally Generated Revenue (IGR) estimates for the first half of 2025 (January – June).

The Accountant General of the state, Dr Glory Effiong, disclosed this during her visit to the Cross River State House of Assembly Committee on Finance and Appropriation, which also toured her office, the chairman of the state Internal Revenue Service (IRS), and the Office of the Commissioner for Finance for the Mid-year Budget Performance Review, ahead of adopting the economic strategy for the 2026 fiscal year.

She credited the achievement to various innovations introduced into the State Accounting System, including migration from traditional financial reporting to International Standards of Accounting, maintenance of an Asset Register, among others.

She stressed that the state maintains a transparent system, which has contributed to the improved IGR in the first half of the year.

As a result, she added, Cross River State has become the best in Public Finance Management, with the Governor Otu administration poised to reposition the state’s financial system in line with global standards.

The Accountant General also briefed the legislators on the state’s plans to settle outstanding gratuities while explaining the reasons for the non-payment of Forestry Guards employed earlier without proper approvals and adequate funding.

At the Ministry of Finance, the Committee engaged with the Commissioner, Dr Michael Odere, who reaffirmed the governor’s commitment to transparency, noting the significant progress recorded across the state.

At the office of the chairman of the IRS, Prince Edwin Oliver Okon congratulated Hon Okon Owuna on his recent appointment as Chairman of the House of Assembly Committee on Finance and Appropriation, stating that the state had exceeded its revenue target during the review period, thanks to Governor Otu’s dedication to transparency and accountability.

Earlier, the Committee chairman and Member representing Akamkpa 1 State Constituency, Hon Okon Nyong Owuna, explained that the oversight visit was in line with the constitutional mandate of the House, and that the review would cover areas including; Internally Generated Revenue (IGR), Capital Receipts, Recurrent Expenditure, and Capital Expenditure.

He commended the state governor for appointing the three officers, describing them as ‘square pegs in square holes.’
