While significant progress has been made, implementation remains uneven across the country due to funding constraints, inadequate digital infrastructure, limited broadband connectivity, and shortages of skilled personnel. It is against this backdrop that the administration of Governor Senator Bassey Edet Otu has embarked on an ambitious digital transformation of the health sector in Cross River State, positioning healthcare technology as a central pillar of his administration’s commitment to improving the wellbeing of citizens.

When Governor Bassey Edet Otu assumed office in 2023, Cross River State did not have a comprehensive government-owned digital healthcare system. One of the landmark achievements of this vision is the establishment of the Universal Health Coverage Coordination Centre at the General Hospital, Calabar. The centre serves as the nerve centre for coordinating digital health initiatives across the state while laying the institutional foundation for integrated healthcare delivery.
Complementing this initiative is the deployment of a computer-based hospital automation system through a Public-Private Partnership. The programme connects patient registration, consultation, laboratory services, pharmacy operations, billing, and medical records within a unified digital platform, allowing healthcare providers to access patient information seamlessly from one service point to another. Implementation has commenced successfully at the General Hospital, Calabar, and the programme is being expanded progressively to other public health facilities across the state.
This represents far more than the introduction of computers into hospitals. It is a deliberate restructuring of healthcare delivery that places efficiency, transparency, accountability, and patient satisfaction at the centre of service delivery.

Digital platforms, particularly telemedicine, now make it possible for patients to consult healthcare professionals without travelling long distances. Through mobile phones, internet-enabled devices, and other communication platforms, specialist care can increasingly reach communities where such expertise was previously unavailable.
Digital health also promotes continuity of care by creating lifelong electronic medical records for every patient. Instead of relying on fragile paper folders that may be misplaced or damaged, healthcare providers can securely retrieve a patient’s medical history whenever and wherever treatment is required. Automated billing systems and electronic financial management provide real-time visibility into revenue generation, reduce leakages, improve transparency, and support more efficient utilisation of public resources. Health managers can monitor performance through digital dashboards that provide accurate information on patient volumes, disease trends, resource utilisation, and service delivery indicators, enabling quicker and more informed policy decisions.
Digital platforms also significantly enhance disease surveillance and emergency preparedness. Similar innovations have enhanced maternal healthcare, mental health services, cancer care, dermatology, and emergency medical response in both developed and developing countries. Mobile phone technology has also proven effective in improving maternal healthcare in rural Nigeria by facilitating emergency communication and timely access to skilled obstetric services.
These experiences reinforce the importance of the direction Cross River State has chosen. With its unique geography, including riverine settlements, mountainous terrain, and dispersed rural communities, the state stands to benefit immensely from healthcare solutions that reduce the barriers imposed by distance and limited physical infrastructure.
The digitisation of healthcare is not simply a technological project; it is a strategic investment in the future of human development.
