C’River SUBEB Begins Digital Project Mgt Training to Strengthen Monitoring, Accountability

The Cross River State Universal Basic Education Board (SUBEB) has commenced a three-day digital project management training for staff of its Physical Planning Department as part of efforts to strengthen project monitoring, enhance accountability, and modernize the supervision of basic education projects across the state.

The training, facilitated by Neptune Apps Limited, introduces a centralized digital platform designed to replace manual project monitoring and reporting systems with a technology-driven approach that enables real-time tracking of projects, faster reporting, and improved decision-making.

Declaring the training open on behalf of the Executive Chairman of the Board, the Director of Administration, Mr. Joseph Effiong welcomed participants and commended them for their commitment to improving project implementation through digital innovation.

He said the training was aimed at enhancing monitoring and supervision by providing a centralized platform for tracking field activities, managing project data, and improving operational efficiency across the basic education system.

“This training is expected to strengthen service delivery, improve monitoring and evaluation, and promote greater transparency and accountability within the Board. I urge participants to actively engage in the sessions and take full advantage of this opportunity,” Effiong said.

He subsequently declared the training officially open and wished participants a productive and rewarding learning experience.

Speaking during the training, the Chief Executive Officer of Neptune Apps Limited, Mr. Isaac Induka explained that the digital platform was developed to address the challenges associated with manual project monitoring and reporting.

According to him, resident supervisors traditionally visited project sites, prepared reports manually, and submitted them physically to the department, a process that often delayed project evaluation and decision-making.

“Our solution enables supervisors to capture and submit reports directly from project sites through a digital platform, allowing the department to access real-time information, evaluate project performance more effectively, and make informed decisions,” Induka said.

He added that the platform would significantly reduce paperwork, improve transparency and accountability, and make project supervision more efficient while supporting SUBEB’s digital transformation agenda.

A participant from the Physical Planning Unit, Mr. Jude Itam said the training would improve project monitoring, reporting, payment processes, and the identification of contractors who fail to meet contractual obligations.

Another participant, Mrs. Joy Emmanuel of the Digital Learning Department noted that the programme had provided practical knowledge required to digitize project management processes, making project implementation and monitoring more efficient regardless of location.

Also speaking, the Director of Physical Planning, Architect Charles Okon, said the knowledge gained from the training would strengthen project supervision, improve reporting standards, and promote accountability throughout the project lifecycle.

Okon expressed appreciation to the Governor of Cross River State, Senator Prince Bassey Edet Otu, the Executive Chairman of SUBEB, Mrs. Fedelia Okpo Ene and Neptune Apps Limited for facilitating the training. He called for similar capacity-building programmes to be extended to other ministries, departments, and agencies to enhance public sector project management and service delivery across the state.

The training forms part of SUBEB’s ongoing efforts to leverage digital technology to improve efficiency, transparency, and accountability in the implementation of basic education projects in Cross River State.
